GLACIER Instructions

All foreign persons receiving fellowship or scholarship payments from UC Merced are required to use GLACIER, UC Merced's online Tax Compliance System, to submit tax information. This will allow us to determine your tax residency, withholding rates, and income tax treaty eligibility and ensure compliance with Internal Revenue Service (IRS) rules and regulations. Note that fellowship disbursements may be delayed until your GLACIER profile is complete.

Effective November 13, 2020, UC Merced Tax Services implemented a new GLACIER database separate from UCLA. GLACIER is a secure web-based Nonresident Alien (NRA) tax compliance system that foreign individuals can use to provide their immigrant and tax data to UC Merced 24 hours a day. GLACIER helps determine tax residency, withholding rates and income tax treaty eligibility.

Foreign individuals receiving non-service payments, such as Cost of Living Allowances, fellowships, scholarships, and awards that need a GLACIER record will now need to be requested directly with UCM Tax Services via the Initial GLACIER Notification link on the Business & Financial Services (BFS) website. Additionally, tax determinations and reviews are now being done directly by UC Merced Tax Services.
